Look whose talking - that arrow crab's legs look a little on the shaggy side also. Very good picture - I have yet to see an arrow crab while diving.

Juv, if I am not mistaken, that is a type of spider crab, commonly known as an Orang Utang Crab (like the ape). I think you can probably see where the name comes from ! Otherwise known as achaeus japonicus.
