The whale shark viewing season in Cenderawasih Bay is June-August, not because that's when the animals are there, but because that's typhoon season in Raja Ampat and several liveaboards run trips out of Manokwari into Cenderawasih then. It is very remote, and there's no way to do it without signing on to a liveaboard, which means 7-11 days at sea. Both diving and snorkeling; snorkeling out among the animals, while divers are expected to hold under the platform to observe them. The animals are there all the time, as they are habituated to indigenous fishing platforms.
 
If you want to see them 100%, then Oslob is the place to be. yes, they feed the sharks a little bit, but further they take real care of the sharks and all is regulated so the sharks won't get any harm.
Also their natural behaviour is not changed by the feeding.
I can recommend this place, was there 2 weeks ago and is really really nice.
 
Splash (Placencia, Belize) claims (lies) to be the best place in the world to dive with whale sharks. They haven't seen a whale shark in at least 10 years. Their service was worse than awful, the boats beat the crap out of you, and the diving was terrible. They claim to have the latest electronics on their boats. When I asked the captan and the dive master about the radar, sonar, communications, etc. they both said lies. They have been promised sonar for years and don't even have a fish finder.
