Isn't this exactly what Kickstarter is for?
 
Yeah scuba guy get a provisional patent and go to Kickstarter and that is crowd funding if you have a prototype make demo of it, and good video and some content about the specs and benefits. Figure a price of what you think you can deliver on and make some money pre sell the hearing system on the platform and it will give you the capital to get the project off the ground. You deliver on a date you promise.
 
If he can still get a patent at all. Depends upon how much he's talked without NDA's and how long ago.

I doubt the market is large enough that patent protection matters. If he believes in it, he should do Kickstarter and make it happen.
 
I have already developed EXACTLY what your asking for, over 5 years ago. A wetsuit heater with massive power, enough to handle ANY water temp even ice water. I spent over $50,000 dollars to develop it from scratch. Now I am looking for investors to partner with to have it built in a factory and sell them worldwide. I have been procrastinating doing this because I'm busy doing other things like scuba diving a lot. I won't teach anyone how to make it until I find a serious investor to help produce them. If I don't find anyone then I will just use it myself and take the technology with me to my grave. Making something like this wasn't easy and also took 5 years. My incentive to make it was because of health reasons, my ear kept locking up causing me extreme pain, and I didn't want to give up scuba diving. Now my body stays warm, and my ear doesn't lock just like in a hot shower. I don't know how to find trustworthy investors, but maybe one day I will figure it out, until that day comes, I seriously doubt, that anyone else will figure out how to build an effective wetsuit heater, many have tried, and all have failed and I'm 100 percent sure that it will stay that way for years to come, if not forever.

You might consider hiring someone to write your application for patent.
