I want to thank all of you who clarified this issue. Before this discussion, I always considered it a screw job for a LDS to insist a tank have a VIP in the first year of requalification. Because a visual is part of the requalification I (mistakenly) thought it was a redundant inspection. This misconception began in the days I worked at a dive shop (in the 80ies,) and the hydro facility we used was actually at another dive shop. Our rental/class tanks and customer's tanks came back with both processes completed. We'd do a quick inspection and apply our own sticker. Yes, we charged for it.
 
One of my tanks failed a VIP last week, this tank is 4 years into it's VE and hydro. Since the VIP test is a testers opinion test I took it to another dive shop for a second opinion. This testers opinion was it was good. I got the sticker and a fill. The conclusion I have came to is:
#1 The dive shop that failed the tank does not like to sell or fill aluminum cylinders. The only aluminum cylinders he had for sale were pony bottles. Sold mostly HP steel. He also puts the VIP test as golden. Tends to be more tech diving oriented.
#2 The dive shop that passed the cilinder had very few steel cylinders in the shop, only had aluminum cylinders in store for sale, puts more emphisis on the VE and hydro test as golden. Tends to be only sport diving oriented.
#3 Both shops VIP after hydro for most reasons discussed in this thread.

What was the reason stated for the failure?
 
Does your hydro shop apply a VIS sticker? Do your dive shop customers charge their divers for another visual?

Yes we do. Plus we return the cylinders with all aprropriate paperwork, vis inspection sheet, O2 cleaning sheet (if that was done) and all replaced used parts. The dive shops do not charge for another vis, and they trust my vis since I teach PSI classes to all of thier employees.
