In another thread, there's a video showing the VIP steps that one LDS follows for steel cylinders.

The video shows the neck threads being examined using a specialized instrument.

Is this step necessary for steel cylinders?

no, but if you have the expensive machine, then you may as well use it. I can't justify the cost of one, so I don't use it on any of my inspections. None of my cylinders are 6351, and that means it isn't required to be done, so I just don't do it. If I had the tool, I would, but it's like $1500, and I don't own enough bottles to even remotely justify one
 
I use an Optical Plus to check the threads. I'm considering using an endoscope, I need to compare some bad thresds first to see how well it works compared to the Optical Plus.
