Some are, some aren't. For some reason it seems the black ones usually are, and the yellow one usually not, especially the one's stamped USD (which are also most likely to be lined inside as well).

The best clue is to look around the neck where the valve goes in, where the vinyl layer stops (or any other spot where the vinyl is broken) and see if you see red/brown rust, or zinc gray (though there will almost always be some rust immediately around where the valve screws in).

I'm in the process of peeling one down in the basement now. Few things more satisfying that ripping off bubbled vinyl and finding virgin zinc underneath!
