I doubt very much there was an official record of the incident or 'fine' paid.

That’s the great thing about corruption! If I got busted for smuggling drugs across an international border at a real country, I’d be begging to pay an unofficial $100 “cash fine” to make the problem all go away.

Corruption is literally everywhere, but it is easier to deal with and usually cheaper when it is out in the open.

Why not just mail them to where you will be staying in advance ?

I hope you are not serious because it is a very bad idea. If it is flagged as suspicious the police can follow it to its destination and who it is addressed to won't make any difference.

Sometimes, and I hate to say this, it’s something as simple as your name that gets you pre-flagged. If your name resembles someone on a wanted/unwanted list, you get flagged.
Cat Stevens (now Yusuf Islam) was refused entry to the USA. The TSA heavies obviously too young to know his music …
