Does anyone know if there any future plans to allow divers to visit the Hatteras wreck other than the Texas Historical Commission, Texas A&M in Galveston, and BOEM?... Would love to check it out.

What do you mean "allow"? If you have a boat and the coordinates, you can visit it anytime you like.
