Used steel tanks, tested this year but empty?

Hi,

I came across two Faber steel tanks which got tested this year just a few months ago.
It seems like a good price but they're empty with a screw cap on them and valves with only a little oxide buildup but otherwise looking acceptable.

Seller is a CCR instructor, seemingly an expert diver, owned a diving center and told me he prefers to store tanks this way when not in use.

What do you think about it? Should I smell something strange in these words?

no, but I'd have them vip'd before use. I wouldn't worry about their hydro capability though. If they pass vip they pass vip. There's nothing wrong with storing tanks empty so long as you vip before you fill. It's a strange practice, but it isn't unheard of.
