Full sized van, you can get kitted up in there if need be.

Pickup would be my last dive vehicle choice, even with a cap.

Bonus! if you go super budget, you get that kidnapper look! Imagine their face when they think your a creeper and then you pop out in scuba gear.
 
Soft top convertible here (not for diving I use the pickup for that) - don't care where I park it - nothing inside, doors unlocked. Replacing a slashed soft top is way more expensive than losing anything I might leave inside it with the doors locked.

Fiberglass hard top on a pickup bed might work as you can't see in to see if the work of breaking in is worth the effort. Hard to know.

But then you have to turn in your man card for driving a van.
 
I kind of like the pickup for diving. Tailgate is a nice shelf to sit on to gear up. It is also just the right height for setting a tank up to get it on and off my shoulders and at the end of the day I just hose everything down before humping it into the basement. Just make sure you get ALL the salt out of the bed and where the bed drains to. Lots of other options that work, but a pickup has its advantages.
 
Mildly surprised that fuel consumption didn't make it to your top ten requirements.

There's a lot of difference between running costs of most of the vehicles in that category.

Americans, or even Libyans, don't worry about that at all. That's for you, the Euros, to worry about.
