Do you pay the respective VAT since the delivery address the EU vendor uses is in Germany, or does this service provide the customs paperwork for the EU vendor to prove that the shipment is going outside the EU?

The final destination determines whether VAT charges are levied -- so nothing whatsoever for US bound shipments, for example . . .

I just contacted them and asked if they deliver to Libya. Thank you very much for the information.
 
I wonder if the tariffs will hit dive imports badly, I purchased something from China direct the other day and the invoice had a 10% 'tariff' charge! Not sure if they were just trying to charge more and looking for an excuse.
