I cannot be absolutely sure for the US market, but the NC11/DC11 was introduced in 1990 in Europe.......
For a little documentary evidence dating the introduction of these devices to 1990 in Europe, see the page chronicling that year in the history of Scubapro in Frank Werthwein's Google Book at 50 Jahre Scubapro. The opening sentence of the German paragraph below roughly translates as follows: "1990: The new decade begins with the introduction of the first proper dive computers at Scubapro: The DC 11 and NC 11 are introduced to the European market."

1990: Das neue Jahrzehnt beginnt mit der Einführung der ersten richtigen Tauchcomputer bei Scubapro: Der DC 11 und NC 11 werden im europäischen Markt eingeführt. Was auffällt: Sie kalkulieren deutlich konservativer als die Mitbewerber. So kann es durchaus passieren dass der Tauchpartner mit alternativem Rechner bereits aus dem Wasser darf, während der Scubapro-Taucher noch seine Dekozeit absitzen muss. Schnell bekommen die beiden Kapselmodelle den Spitznamen „Duschcomputer“ wegen der vergleichsweise kurzen Nullzeiten. Im Nachhinein betrachtet, waren die alternativen Modelle vielleicht etwas zu progressiv bei der Berechnung.
