OK...I give up, how do you resize these things?

I took the image I wanted, resized it to 100 x 75 pixels, then saved for web so the file size was less than 9kb (mine came out to be 2.6 or something). I am still getting an error message saying the file is too large? (and it looks bad on top of that...what am I doing wrong?)

I realize this thread was started in April, but wasn't this always the case? I seem to recall uploading my custom avatar like two years ago.
