I just put it in water. It's slightly buoyant. I also made a greater effort to remove the foam, I couldn't. It may be glued on.

If it seems solid it's because the banger is frozen in it. It's definitely an attention getting shaker. Shake it harder. Well, if it wasn't a noisemaker before it is now!Wookie wins! Mystery solved. After repeatedly banging it on my tile floor I was able to get something inside to move. Still not sliding freely, but I think it is noise maker. Thanks everyone.
