Thats the rate they use. Doesnt matter if its 16-1 or 14-1. Its the rate they were accustomed to getting last year......
It's not a big deal. If the exchange rate were 16.41:1, you wouldn't expect the cab driver to get out a calculator and tell you that the 85 peso cab ride will be US$5.18 and give you US$4.82 in change for your 10 dollar bill. By the same token you can't expect the driver to charge you US$5 and take the loss.

The fares are set in pesos; cab drivers figure, and rightly so, that if you are going to pay in US dollars, rounding the fare up to a convenient number for them isn't going to be a hardship for you. If you are feeling "ripped off" by this, pay in pesos.

I dont take taxis, I own 4 vehicles. Some of the taxi drivers overcharge even in pesos. A fare from Secrets shouldnt be 500 pesos to downtown. More like 200. Don't need a calculator to figure out anything there. Ever try to get any change from a taxi driver? They never seem to have any for some reason. Had one client charged $50usd to go from Peninsula Grand to the marina.

Be that as it may that isn't what I was talking about. Assuming that the taxi driver is honest, and in my experience most are, it isn't reasonable to expect them to calculate a fare in dollars based on the exchange rate du jour, to deal with a resolution more granular than a single US dollar, or to offer an exchange rate less favorable to them than the official one.
 
Following these simple rules will dramatically reduce the chance of getting ripped off:

1. Ask the driver the rate in pesos for your trip before you get in the car (most important)
2. Ask in Spanish if you know it
3. Always pay in pesos
4. If the rate seems high, check the published rate guide and show to the driver
5. If the rate seems high and you don't want to negotiate with the driver, just walk away and find another taxi

I have only had one bad experience with a taxi in Cozumel, and it would have been avoided had we followed the checklist above (especially #1). If you go to and from the same places enough times you know what it should cost. Me personally, I don't stress about a simple cab ride being $20 pesos more than the last time because I'm on vacation in a foreign place, things cost what they cost, an extra peso or two on a taxi ride isn't worth arguing over.

PS- any driver that gives me the correct price the first time always get a tip from me.

That is what we do but our fare is 75p from condo into town. We hand the guy 100p as we get out. Don't like coins.

Yes.
I have it on my phone.
I did have an argument with the app and my phone, but I'm getting older, so I've come to expect these discussions.
