Tropical diving: correct amount of weight versus trim (correct weight distribution)

Maybe just a little kick. My wife has a problem with trimming which may sound a little weird, but we're looking for a solution. From the start of diving she never had any problems with buoyancy. It seems to come natural to her.

Now, after about 60 dives, there still is a problem which gets more annoying everytime. Al goes well and she is nicely in a horizontal trim, untill we get to about 4m (13ft) depth. At that point she goes vertical and we can't figure out why. Her buoyancy still is great, but she goes into 'seahorse trim' at that point. A bit deeper seems to be slightly better, but still not perfect horizontal as she can be in the shallow water.
Yesterday we did a dive to specifically address this problem. She was able to lose some weight, but the problem was still there. We're planning on adjusting the distribution of the weight, but I'm in doubt because the problem isn't there at all depths.

Any suggestions anyone?

FYI, we're diving in the Netherlands, so cold water with poor visibility, 7mm wetsuits and steel tanks.
