Klein J2000 offset diagonal cutters. They don't mind cutting mild steel or the stainless of hose clamps
 
Well if you want to have fun... go to harbor freight and buy a pneumatic cut off tool and a couple of disks. Take an old regulator hose and cut the end off. Get a piece of metal tubing that just fits inside the regulator hose and then use it to splice to a section of pneumatic hose (using hose clamps) and hook to spare regulator and tank and cut off all the hardware in a blaze of bubbles!
 
the HF bolt cutters are ranking high......
 
All good suggestions just be sure to bring along a BFH (Big Fracking Hammer) as a back up tool. In case all else fails you can always just beat the hell out of it.

Update: Bolt cutters and a pair of electricians pliers did the trick. Almost too easy to be fun. Onward to step two - installing the new surface....
