No, that's not correct. Alkaline tech is basically designed for long shelf life, 2% per annum or so. Li-ion has self-discharge rate ~5-10x of Alkaline.
You're missing the fact that alkaline's leak/fail way sooner than that. Plus even at 20% per annum for li-ion (which it is definitely not) for legit cells so what? They have twice the energy density right off the bat. 0.1 vs 0.25 wh/gm

Dates back to the old oceanic lights or earlier. When those quit being made had to wait until the mid to late 90s when what are now the Halcyon lights using sl4 bulbs first came out.

The scout with the SL4 module came out 1998ish. I still have some, they are ridiculously weak especially when side by side with a modern LED light and not the 10W HID that was state of the art in the late 90s. The 2 cell version is especially big sadness.
