Tobago Diving & Hotels

I'm considering a trip to Tobago for diving in late February or early March. A few questions:
Is this a good time to go?
Is it an expensive destination (compared to Coz or Thailand or Belize)?
How good is the diving?
How safe would it be for a woman traveling solo?
Is it a fun destination where it's easy to meet and mingle with other travelers? Are there places to stay that would facilitate interaction with other travelers?
