While I haven't seen inner tube bladders, I have seen inner tubes used as liners to add an extra protective layer between the outer nylon shell and inner urethane bladder to prevent accidental puncturing by wreck divers.

the other problem i see is that the tire would not have a saftey valve.... sow it could blow... especially on accent as the air expands... you know Pressure up Volume down.... Pressure down Volume up....

You could easily install a dump valve...
