When I have a student with this issue, I suggest a couple pool sessions of swimming with swim googles (not a mask) and a snorkel. This pretty much will fix the issue as you get used to mouth breathing with your nose exposed to water. Alternatively, you can use a partially flooded mask for your snorkel swimming.

Actually, swimmers doing snorkel swims very often use nose clips: it's not easy to breathe at a swimmer's workout rate and not suck water in through the nose. Plus if you use a regular snorkel with regular swimming goggles, any kind of speed will pull the goggles off: the strap's just not designed to hold a snorkel in place.
