What is the recommended way of buying a cylinder in Europe? most of my dive buddys brought their cylinders second hand in auctions / online but surely that is very dangerous. any input would be greatly appreciated

Second hand cylinders are fine as long as they have been tested.

The European Standard requires them to be hydrostatically tested every five years and given a visual inspection two and half years after every hydro test.

You can buy used if the cylinder has passed inspection and has been well maintained (no overfills on Al).

If you buy used, then take the cylinder(s) to be inspected (full elasticity test, not just visual) and have the tank o-ring replaced and the cylinder valve maintained. After this you will be perfectly safe.

If the cylinder fails inspection, you suddenly have a very nice barbeque:
