I like the part where it says it is filled with O2 and the sticker on the tank says for it to be filled with compressed air only. How is he expecting to ship it full?

That's an old MSA steel SCBA cylinder like we used to use in firefighting operations. Thankfully, these have evolved to Kevlar and other lightweight materials. Those suckers got heavy after wearing them for a while.

The sad thing is, the seller probably thinks something like this will work, and I'm betting he knows nada about scuba or cylinders in general. I'm also willing to bet that you couldn't get that thing hydro'd for any amount of money due to it's age.
