Hmmm... wouldn't it be nice if all such nets carried mandatory identification on them so if one was found, the vessel that lost (or set it illegally) could be identified? Might even be an opportunity to get back the cost of recovery, but definitely a possible way to prosecute those who lose nets while fishing illegally.
