Yep, seen it numerous times in the Sea of Cortez and a few times here on Catalina.
 
I've seen it a few times years ago when I used to work on the offshore rigs in the Gulf of Mexico. It was a magical thing to see.
 
BAH... last night was a georgous sunset but alas no flash. I may have been in the wrong spot to see it but I think it has something to do with the brush fire we had nearby yesterday (100 something acres) and the smoke drift in the 5000-15000 foot level was over the water. This morning it smelled of burnt pine (still burning http://news-press.com/apps/pbcs.dll/article?AID=/20060419/NEWS01/60419008/1075) but maybe the winds will shift and the horizon yeild it again. :)
 
Yes, the horizon must be completely clear! NO obstructions at all.
 
I was on a Manzanillo race with a British naval officer who had never seen a green flash. We saw two during the race; both times he was below and missed them. You don't see them to often in SoCal because the marine layer hangs out just over the horizon at sunset.
 
I've never seen one, but I will start looking closer.
