after all tour guides can only be Thai nationals
 
I have to be at the TAT office on the 20th (Dec., '06) - if I have time, I'll look into the diving laws/regulations (if there are actually any). Will keep you all posted.
 
The 02 regulation (incidently only requires freeflow) can be found under legislation regarding dive boats along with the required 1000,000bht liabilty insurance.
This would not surprise me, but that would also mean it does not apply to tank rental, since there is most of the time no diveboat involved.
