When you pull up to the rig if they don't want you to tie up they will tell you or there with be a signs that say "No tie-off". I have been fishing offshore for years and the only time I have been told not to tie off was when they were working and didn't want to have anything hit us if they dropped a tool.
As far as leaving someone on the boat that is a must. Normally we like to dive with two buddy teams. That way two people stay on the boat and two in the water. That way if there are an problems and the boat has to be untied to pick up divers there is a drive and a helper.
