This might be a total bonehead question, so if it is, my apologies in advance.

When I do my IDC and get my EFR teaching cert, can I teach First Aid to regular non-diving people? I was thinking that maybe there might be some neat volunteer opportunities for me to certify people in FR and CPR after this, but not sure as it's thru PADI I'm getting certified and not ARC.

my understanding is that you don't need to wait for IDC; you could be an EFR instructor if you're a divemaster.
also, EFR cert is equivalet to the one offered by RC (except for O2 provider cert.)
 
Not only can you teach it, but Emergency First Response, Inc. (a.k.a. PADI) also actively encourages its instructors to teach the EFR course to nondivers and provides marketing support directed at a nondiver audience.
 
you don't even have to be a diver to be EFRI any more - it's a first aid course and not specifically diving related.

EFR is an industry standard basic first aid course - similar to what you might learn at a red cross or st. john's ambulance training centre. It is very basic, and designed for lay-people who have zero medical knowledge.
