Tanks 'fer nuthin or Tankless in Provo

i am striking out all over here. I am trying to get some tanks (we have a boat) for next week when we are in Provo. We are diving with CA but would like to head out by ourselves too. All the dive shops say it against insurance rules to rent tanks (liability issue). Has anyone ever rented tanks on the island? Is there someone on island that would let me use (for a fee) there empties and maybe I can get them filled?

This sucks.
