I have the same tanks you have, except they are the 100 c.f. ones. It's OK to leave the tank boots on. I just rinse mine with fresh water after each use, paying close attention to spraying hard around the top of the boot, and then tilting the tank to the side to spray underneath. No problem, these are great tanks!
One thing you don't want to do is put mesh or plastic tank wraps/sleeves on steel tanks (the colored ones like you see on aluminum tanks). Salt water will make the shape of the tank wraps appear on the tanks after just one dive due to salt being trapped underneath the wraps. Your tanks will end up looking like waffles.
