i think it depends on the type of diving you want to do and what you would call good. i have done both sides, i used to live near clearwater and all my salt water diving was done from venice north to hudson and i always thought it was great, i moved closer to the east coast and did a few dives and it is great here aswell, i guess you would have to experience both of them and come up with your own decission. what might be awsome to some one else might really be poor to you.
 
I prefer deep gulf wrecks
they require a much longer boat ride (up to 3 hours) and seem to have larger fish
West coast has 100 FSW dives 15 min away ,and you can see folks on the beach

Is there anywhere where you could do a shore dive in the Tampa upper west coast area?

There's great diving in both locations. It's an apples to oranges comparison. I like both apples and oranges.
 
If you are talking about viz, I believe Fort Lauderdale would take the cake. Like already mentioned above, it all depends on what YOU are looking for.
