We pack ours in a regular suitcase. Whenever my DH gets the urge to say "this is dive gear" I give him a bony elbow to the ribs. :wink:
 
I think Don is right - the TSA can open your bags, but the lady checking you in can't. As long as you don't announce it, they can't charge you for it. Just get a scale and make sure your weight is spot on before you put it on the scale so you don't have to play the musical bag game to get your weight right. Thats about the only way they could find out whats in there is if you open it for them to pull stuff out etc.
 
Insure the contents on homeowners rider, trip insurance, etc.
