The article does not mention ice. I would think that all lakes in the country freeze over by December, but maybe not.

Woman dies after diving accident in Murg

On Sunday morning, a 28-year-old diver panicked underwater in Lake Walen near Murg and lost consciousness. Despite immediate rescue measures, she died on the spot.

A diving instructor and three assistants went diving in Lake Walen near Murg with three diving students on Sunday morning. According to current knowledge, a 28-year-old woman panicked underwater, according to a message from the St. Gallen canton police. Her dive buddy tried to get them both to the surface using an emergency ascent. The woman broke free and drifted down. Two other divers from the group were finally able to bring the lifeless woman to the surface. Despite rescue measures immediately initiated by an emergency doctor and the rescue service, she died on the spot. The police divers of the St. Gallen cantonal police are investigating the precise course of the accident. (kapo)

They definitely don't freeze over, most of them don't. Temperatures in large parts of Switzerland don't drop below freezing (or drop barely below freezing for short periods of time) for the entire winter.
