Trying to standardize the batteries that all of my lights for diving and non diving use and was wondering if there are any strobes that use 18650 batteries rather than AA?

I would think none.

you'd be better off getting a primary light with its own internal battery or live with the fact that the two are separate.

The 18650 is a nice format for dive lights as it's the equivalent of 3 AA batteries and is lighter and smaller. I think the strobe makers are a little behind in this respect. Also there is an issue of voltage as the circuits are designed for 4.8 to 6 volts of the 4 AA cells so they would have to redesign the electronics.
