What happened to snorkel vests with the alternate CO2 inflator?
I can only find one "budget" brand that still sells them: not ScubaPro.
Was there a problem, or was their demand replaced by inflatable PFDs?

Unless assiduously maintained, they tended to corrode and not work when called upon – especially in salt water environments. So they fell into unpopularity.
 
I use my Fenzy (horse collar BC) for snorkeling. It has an air bottle; more capacity, refillable, can do partial inflate. Most BC's now seem to be jacket or wing, and only have low pressure inflate (or oral inflate).
