So if I want to fly from Toronto to Vegas, I have to connect through Aruba unless the Canada-US border opens up.

Apparently, Canadians are indeed currently permitted to fly from Canada to the U.S., though I don't believe U.S. citizens are currently permitted to fly to Canada (barring some exceptions):

Just saw that they plan the cruise port to reopen in November. I would hope flights from the US would be before that, but not sure.
