I need to do some more research but the Dive Volk is intriguing.
 
I have a Divevolk and a Weefine phone case. I prefer the physical buttons on the Weefine, along with the vacuum system.
But that's just me.

Non-underwater part were all taken with Insta360 Ace Pro.
Underwater Vidieo were either Olympus EM5III or Insta360 Ace Pro. I'd made a mark on the corner for the part that qas taken by Ace Pro. For video by Ace Pro, no external light, color auto adjust by Insta360 software.
All Still Photo were by Olympus EM5III.


 
Just got a insta360. Technology is fantastic. And once you get the settings right the image quality is amazing. and it is simple to use which is very important to a camera dummy like me

yeah i will like to get one too.
 
I need to do some more research but the Dive Volk is intriguing.
Better safer options for your phone.

The Dive Volk's membrane back has been known to leak out all over your phone.
 
I was thinking around $500 but that was just off the cuff.
$500 will get you a nice start, but beware, once you start, it's hard to quit.

A lot of good suggestions here. You could probably find a used Sealife with a strobe for $100 or so. Either that or get a Gopro with a housing and filter and play with that for a bit. The idea is to see if the picture bug bites you. You will either get bored and abandon the whole thing, or you'll start looking for for better equipment. Good luck.
 
Another option well within your budget is a Canon Powershot point and shoot along with a Canon polycarb housing that is specific to the camera and accommodates all functions including video..... My video below from 12 years ago was all shot with a basic Canon SX230 and a Canon WPDC-42 housing. Not much to pack and you can probably find both the camera (or similar Canon) and Canon housing for less than half your budget on Ebay. You can also easily add a tray and a couple of decent lights for another $250.

I've since evolved to a much more expensive set-up......but this was a very affordable way for me to first get into shooting video.
