It depends on the dive site. Some sites they aren't hard to find. Others they just aren't there.

Look under every ledge and in every hole.

Many of the best and most experienced guides know the regular hangouts for the Spendid Toadfish at various reefs. If you tell them how important it is to you to see one, most will try real hard to locate one to show you. Of course remember that on drift dives (as a relative beginner) you want to make sure you hang behind the guide so that when he does find something interesting you aren't already "downstream" from him.

I saw three on the two dives I did in Coz two weeks ago. One was a shore dive. I love Cozumel. :)
 
I would KILL to get one for our lab's aquaria. How can such an ugly family of fishes produce this stunning jewel? Midshipmen aren't too bad to look at and they glow in the dark, but they're a pain in the butt to feed.

Somebody needs to figure out how to culture these things for aquariums. Hmmm... a flunky grad student perhaps.
