I carry at least two lights when night diving with a buddy. If going solo it would be three. I test all lights before I descend. Also, charge any phosphorescent dials/surfaces before descending.
I don't see a point to strobes to mark my position to others.
If you want to/have to use a particular entry exit point, two flashing lights on shore (rather than one) separated by about 20 feet are my choice, arranged so that they form a line which points to my entry/exit point.
I am sure that you are aware of this, but if you need to switch to a backup light, be sure to turn on the light before you detach it from your gear in case it falls - it is much easier to find a flashlight on the bottom at night if it is on.
