The prior comments about using kayaking drysuits may solve the problems you have with keeping yourself dry but there are other options. Drysuit warm water diving is becoming more popular and there are many options to meet the demand. A warm water drysuit has waterproof seals at the neck, wrist and ankle. The amount of thermal protection varies with the water temperature. The water in Hawaii is 80 degrees F. versus 55 degrees F in Monterey but but divers there still need thermal protection, especially for long or multiple dives.
DUI make one called the 30/30 with a price tag of $1800+. REI has some paddling drysuits starting at $500. Dive Right In Scuba sells a suit from USIA called the Extreme Edition Surface Drysuit for less than $500 that might suit your needs. Look around and consider the suggestions made by the previous posters here.
