Small Tube Under Valve?

I am changing my yoke valve to a DIN on my pony. The new valve included a screw in tube of about 3/16"dia. What is this for? I suspect something to do with mixing gasses.

That would be your "snorkle". That tube prevents any water, if there is any in your tank, from entering your regulator's first stage if you are in a head down position.
 
Actually is does more than that. If any debris is in your tank (i.e. rust) it would not be able to enter the valve to cause damage.
