Diving Myanmar is more expensive mainly because of the distances (fuel costs) that have to be covered. There's also an "entry fee" in US$ that every diver will have to pay and the Companies running trips in Myanmar do have to obtain a fairly expensive operating license before they can start their trips which ultimately will have to be paid back by the divers on their boats.
