A procedure change on valve drills in double for was in affect on Nov 2006.

Not what I was getting at. The valve drill for doubles is considerably more complex than just shutting off a single tank valve and back on.

I misunderstood, when i preformed my first valve drill on double, i was worried that i was going to get a dead reg. I agree more complex...

How do they measure trim? Break out a protractor?

Pretty much. They film you from the side, and during playback it is easy to put a protractor up to the screen if there is major disagreement. But, most people can easily agree on what 20 degrees is
