Whilst doing a search for surface signaling devices I came across this report.
For all the people that think a CD makes a good signaling mirror you may change your mind after reading this. In the commercial mirrors the hole in the middle is not for pointing at the target but to look through until you see a orange ball then place the ball on the target.

wow... interesting stuff. also, pretty neat that good signal mirrors are about $12.00
only. i thought they'd be more expensive.

Not a great deal of money when its your life. At the moment I am looking into a combination smoke & flare for divers, rated to 100'. Smoke for day and the flare for night. The live aboard I used in Oz gave every diver one, so small I nearly forgot about it in my BC pocket. Now that would not have gone down to well in the checked baggage.

Not sure about the depth rating, but those things are very common in aircrew suvival kits and are water proof. Check a military surplus store. They may or may not have them.

Only question I would have about such a device though is whether you could get it on a plane in your checked baggage.

My thoughts too with the airlines, I will have to make some inquiries on that.
The depth rating is good, a number of suppliers and the manufacturer state 100' and also state it is for divers, I did a few 90' + dives with the one the live aboard gave us.
 
All I know is when I went to order some last year, the company would not ship by air, only ground transport. Don't know if that was a "company rule" or air industry rule. Plus there was an additional "hazardus materials" charge of I think about 15 USD on top of regular shipping charges, so it would make me wonder about checking them in luggage???????/
 
Just addressing the title of thread "no to CD's". Without a doubt a mirror is prefered, but better a CD than nothing. I carry a safty sausage and Dive Alert but can't recall seeing mirrors at the LDS.
