The right arm pilots the scooter, and is used for donating a reg to an oog diver. The left hand is free to adjust buoyancy, so BC controls are on the left, as well.
On top of that, if you are doing an unconcious diver rescue, the right arm is used to hold the airway open/reg in mouth, while the left arm can work the victim's BC (infate and dumpvalve) and you can vent your drysuit.
