Should instructors who work for shops be able to certify people?

Given the inherent conflict of interest, should instructors in the employ of dive shops, either directly or indirectly be trusted to certify people?
 
It isn't really clear what you mean......
What conflict of interest? Be specific.

Actually the same guy who made me my Green Card will make me a C-Card for $50. Who needs a stinkin' instructor??? ;)

Better to grab someone whom a dive shop wouldn't consider hiring to do the certs???

The implication that I am getting from the OP is the suggestion that only independent instructors should certify. The base assumption of conflict of interest is that a shop stands to lose too much by denying a certification.

There have been much more contentious topics discussed here.

I am fortunate enough to have a Course Director who will support me 100% if I say no and I have a valid reason. As it should be.

How would they not be at least indirectly employed by a dive shop? Aren't referrals to an independent an indirect form of employment?

Customer: So... how can I get certified?
Owner: Find an instructor.
Customer: Great, know any good ones?
Owner: Nope, sorry, you're on your own.

This would be a tough one to restrict, I think.
 
No, no way they shouldn't be allowed. :D

And maybe we should only allow "instructors" who are not affiliated with any agency to certify people.

Although from a competition point of view that would be great. Get rid of SSI and other certifying agencies that require you to be affiliated with a dive shop.
