should I do refresher and referral

Hello to everyone!!!!!!!!!!!
I come in seeking advice. Here is my question. I done my basic O/W class room only in 2007. I am going to north carolina in a week or so. The Scuba shop requested a univeral refural to in order O/W certification to get done. However there is no gurantee that that i will be diving because the tourist season is done, and water conditions are unknown. Should i even bother with referal and refresher? or what just wait untill next year. Is the waters at the Outer banks of North Carolina that bad and unpredictable?

What system are you learning, is it PADI?

If it's PADI then your referral is only valid for one year after your last session. If you were learning in 2007 and didn't do any follow up sessions since that time then you'll have a small problem. You'll have to start over.
