Shorty outsider the full body wetsuit?

For Cold water. Or can the shorty be on the inside? The reason im asking is that i got a 5 mm shorty. But its just a wee little to small, if i put it ont outsider of the 5mm full lenght. But it firs better if i put it on first nd the the full. But what solution is best. I often see the shorty on the outsider of People
 
I don't have a shorty but do wear a vest in colder water and always wear it under the wetsuit. I guess it's a personal preference but I do believe in your case, I'd wear it on the inside if it would be too tight over the wetsuit.

I could be wrong but in my way of thinking you would get more benefit with it under the wetsuit anyway.

Are you sure it's a regular shorty wetsuit you're seeing and not a "farmer john" style wetsuit? Those can be configured to have what looks like a shorty wetsuit that has long sleeves on the outside. Those can be very warm because they layer neoprene thickness over the core.
