Having said that, all carriers require empty tanks with the valve removed.

Not at all sure why this whole concept is good idea, but you do not need to remove the valve if shipping via a freight service. You are allowed to ship them with a minimal amount of pressure, (50 PSI iirc). I suspect you should both have a printout of that part of the shippers rules and a tank pressure checker with you if you want to ship them assembled, as well as carefully package them to protect the valve against damage.
