First, I have no affiliation with this listing.
It looks like an older doubles pack, maybe for 72's with a J-Valve. I see a piece on one of the bands that looks like the holder for the reserve rod to be secured.
I guess this would be late vintage but a New Old Stock item and I thought someone here might be interested in.
